Encumbrance means the charges or liabilities created on a particular property, whereby it is held as a security for any debt of its owner which has not been discharged as on date. The certificate can be obtained from the concerned Sub-Register Office on an application in a prescribed form provided by the authorities.
 
Non - Encumbrance Certificate other wise EC is provided by the registration office. This is the certificate to show that there are no loans or mortgages on the said property.

Thanks to the right of information act, the Andhra Pradesh state government has provided a very nice website through which we can print a copy on our own. These print out copies are not valid for legal transactions as of now but can be useful to verify the legalities of the properties.
