Andhra Pradesh Government puts BPS on hold PDF Print E-mail

The Andhra Pradesh state government on Monday decided to put on hold the building penalisation scheme (BPS) and layout regularisation scheme (LRS). Sources said that no new scheme was likely to be announced till the GHMC polls. In the existing scheme announced on January 1, the rates were the same for up market areas and middle-class localities. Even surrounding municipal circles and erstwhile municipal core areas are being charged the same rate.  
The AP state government asked the municipal administration to reduce penal charges to extend the time for submission of applications. According to the government, charges should be in consonance with the prevailing market rates, rates for buildings constructed before 1997 should be 25 per cent less than the basic value or the market value considered for land registration, in notified slums - in case of residential buildings - it should be 50 per cent less than the normal rates and exemption for ground plus one RCC residential buildings in plots up to 100 sq mt.

According to the municipal administration department, various alternative packages are now being planned. Under BPS, the existing penal amount is between Rs 60 and Rs 200 per sq ft for unauthorised residential buildings or additional floors and penthouses. The rate is between Rs 200 and Rs 600 for commercial buildings. For LRS, the penal amount is Rs 600 per square metre. For regularisation of flats with deviations, only two categories were classified: up to 1,000 sq ft and above 1,000 sq ft, and the penal amounts were Rs 20,000 and Rs 30,000 respectively in GHMC.

A source revealed that the municipal administration is proposing three categories for flats - up to 600 sq ft, 1,200 sq ft and above 1,200 sq ft. The amount is likely to be Rs 10,000, Rs 15,000 and Rs 20,000 respectively. As many as 25,000 applications were sold but only 50 applied, of which a dozen got occupancy certificates after completing the procedures. The high court on Thursday had stayed the issuance of regularisation certificates. The government would also have to refund the excess amount it had collected from those who had already paid the penal amount.
